HOARD is UNO inverted. You win by holding 20 cards, not by emptying your hand — so playing a card costs you, and if you can play, you must. The skill is curating a hand of useless cards, because being stuck is how you draw. At 12 cards the deck flips to its dark side, where the payouts and the punishments both get bigger.
